	Here's a message I got from my consultant, an emigre from
the Soviet Union now running a software business and quite
interested in helping with this project.  His name is Arkady Rabinov.
He is involved in arranging to have Soviet programmers work on
software for his company, so he has a good knowledge of current
Soviet capabilities.

It looks like something good can be done within a budget of $50,000.
Besides what is listed below, another $4,000 may have to be spent
on additional disk, depending on how extensive are the files Stankevich
needs to keep.

His suggestion is to buy a 386- or 486-based PC ($20,000), a few ATs
($3,000 apiece) that can be used as terminals, and a lazer printer
($2,000). There are people here who will configure the system and
check it out. Some additional programming will need to be done, and
it will be possible and less expensive to find people in Russia who can
do it, rather than here.

Another possibility is to get a minicomputer. An ARIX ($25,000-30,000)
will support 20-30 terminals. But the software would cost between $20,000
and $50,000, so that the totel may be more that what we want, and it
won't really give more power.
